Gary was born in Taylor, Texas to Joyce Ray and Joyce Ann Scruggs on February 7, 1963. He graduated from Thrall High School in Thrall, Texas in 1981. A successful rancher and entrepreneur, Gary was involved in several business ventures over the course of his life. He owned and operated Abilene Discount Moving and was involved in roadside contracting for the Texas Department of Transportation for counties across the state. He also raised cattle and rodeo livestock on acreage in both Abilene and Thrall.

He loved quality cattle, a strong diesel engine, a good steak, and above all, his family. A true country boy at heart, Gary is remembered by all as an earnest, hardworking man who never shirked a task, and as a capable leader, provider, husband, and father by his family and friends. He was a man of strong, simple faith whose love for the Lord was steadfast.
Gary was preceded in death by his father, Joyce Ray Scruggs of Thrall; and his sister, Carol Davidson of Magnolia, Texas; and his father-in-law Julian J. Gilbert of Abilene.
