Cleve was born in Shawnee, Oklahoma and spent most of his life in Abilene, Texas but Bryson, Texas was his home town where he grew up.
Cleve was the first born to Dolph and Ora Cullers in 1923. He graduated from Abilene Christian College in 1947, where he met and married Alyene Brownrigg of Big Spring. Within the same month of marriage, Cleve began working for Gulf Oil Corporation in Midland, Texas. Gulf Oil transferred Cleve and his wife to Wichita Falls where they began their family with their first two children. In 1956 the family moved to Abilene where Cleve started his own property tax company. For 29 years Cleve and his company represented oil production companies, businesses and school districts all over the state of Texas.
After selling Cullers & Bailey Property Tax Service, Cleve opened his second business at One Energy Square in downtown Abilene as a petroleum landman for 15 years.
Cleve had many accomplishments, although he would not boast about them, but were all important and endearing to him. Cleve loved God, his family and this country. He saw action during WWII in the Navy at the invasion of Peleliu in the South Pacific, where he was the skipper of Landing Craft Tank 925. He remained at this island for a year hauling supplies and personnel from ship to shore since ships could not anchor due to the shallow depth of the ocean.
